IIRC it's a recoil-less rifle mounted to a scooter designed by the Brits as a fast-moving tank assault concept. I don't think it ever saw any field use, but it is a very mobile and cheap way to take out tanks. Cheaper than two insurgents in a Tercel with an RPG at least. Unless the car and weaponry are both stolen, that is.
